Statement by the Hong Kong Coalition on the Fifth Anniversary of the Implementation of the Hong Kong National Security Law

This year marks the fifth anniversary of the implementation of the Hong Kong National Security Law. Over the past five years, the law has played a pivotal role in restoring order, transforming Hong Kong from chaos to stability, and paving the way for prosperity. Following its enactment, Hong Kong bid farewell to violent unrest, regained stability, and enabled residents to live with peace of mind. The HKSAR Government has completed the legislation of Article 23 of the Basic Law and fulfilled the requirement of "patriots governing Hong Kong," fundamentally ensuring that governance remains firmly in the hands of those who love the country and Hong Kong. This has laid a solid institutional foundation for Hong Kong’s long-term stability and security. Patriotic forces have been fully empowered, boosting societal confidence, with "loving the country and Hong Kong, upholding the law" becoming the mainstream value. Hong Kong’s international image continues to improve, with multiple authoritative international assessments affirming its safe, free, and efficient business environment. Global investor confidence has rebounded, and sectors such as finance, trade, and innovation have regained momentum, with emerging industries accelerating their development, injecting vitality into Hong Kong’s economy.

However, the situation regarding national security remains complex and challenging. Certain external forces continue to launch smear campaigns from abroad, spreading rumors and creating conflicts through online narratives and false reports. Some even target schools, attempting to infiltrate the minds of young people and undermine Hong Kong’s foundation for development. In response, all sectors of Hong Kong society should deepen national security education and promote the rule of law to build a strong ideological defense and safeguard the healthy development of our youth.

Looking ahead, as the Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office (HKMAO) of the State Council, Mr Xia Baolong, emphasized at the forum marking the fifth anniversary of the Hong Kong National Security Law this morning, Hong Kong must adopt a comprehensive national security perspective, addressing both external and internal risks to prevent systemic financial and economic risks. With a more open approach, Hong Kong should attract global talent and capital, deepen integration with international markets, and build a more competitive business environment to become the top destination for global investors. The city must continue to polish its "golden reputation" for the rule of law.

The Hong Kong Coalition fully supports the Chief Executive and the HKSAR Government in building consensus for reform and introducing innovative measures to collectively strive for the high-quality development of Hong Kong’s economy.
