The Hong Kong Coalition strongly supports the Decision of the National People's Congress on Improving the Electoral System of the Hong Kong Special Administrative Region March 11, 2021

 

This afternoon, the Fourth Plenary Session of the 13th National People's Congress passed the “Decision of the National People's Congress on Improving the Electoral System of the Hong Kong Special Administrative Region” (hereinafter referred to as the “Decision”) with a near-unanimous 2,895 votes. It amply reflects the will and determination of the Chinese people to enforce “One Country, Two Systems” and safeguard Hong Kong's long-term prosperity, stability and national security. The “Decision” raised three core elements for improving the SAR's electoral system: adjusting the sectors and number of people in the Election Committee; increasing the number of seats in the Legislative Council, and establishing a Candidate Eligibility Review Committee of the HKSAR. 

The Coalition believes that these three elements provide systemic protection to ensure the principle of “Patriots Governing Hong Kong” can be effectively implemented. It marks a new democratic electoral system with unique Hong Kong characteristics. At the same time, the content of the reform allows for broader participation and representation, which is more in line with the actual situation of Hong Kong. We strongly support the adoption of the “Decision”, and hope the SAR Government will coordinate with the clauses outlined in the “Decision” and the amended Annexes I and II from the NPC Standing Committee to amend local laws and close the loopholes in Hong Kong's electoral system to maintain the fairness and impartiality of elections.

We firmly believe that implementing the “Decision” can bring long-term prosperity and stability to Hong Kong society and allow “One Country, Two Systems” to continue on its path for a better future.
