The Hong Kong Coalition supports the Bill to improve the electoral system
The Hong Kong Special Administrative Region government officially announced the "Improving Electoral System (Consolidated Amendments) Bill 2021" (hereinafter referred to as "the draft"). The draft defines the eligibility of Election Committee subsectors, Legislative Council functional constituencies, relevant organisations and individual voters. It also provided clear guidelines for improving Hong Kong's electoral system with general election geographical constituency boundaries, methods for the nomination and voting of candidates, and the composition of the Candidate Eligibility Review Committee, etc. The Hong Kong Coalition expresses its support for the draft.
We believe that the contents of the draft reflect the decision of the National People's Congress to improve the electoral system of the SAR and the core spirit of the two amended annexes to the Basic Law by the National People's Congress Standing Committee. It puts the principle of balanced participation in the Basic Law and the concept of patriots governing Hong Kong into effect. Not only does it safeguard national sovereignty and security, but it also holds true to the original intention of "One Country, Two Systems". At the same time, the draft also optimises and reforms the current electoral system, such as using electronic voter registration to facilitate the verification of voter identity and the establishment of a care team to protect the legitimate voting rights and interests of citizens.
In the upcoming deliberation process, we hope that all sectors could use a pragmatic attitude to ensure the smooth passage of the Bill based on the smooth development of Hong Kong society and the welfare of the public. We believe that Hong Kong's electoral system will be fairer and more just after the adoption of the draft, which will guarantee the right to vote and be elected as bestowed upon the citizens by the Basic Law. Hong Kong will embark on the journey to a brighter tomorrow.
