Suggestions from the Hong Kong Coalition on
"National Security Education Day 2021"

Article 14 of the State Security Law of the People's Republic of China states: "April 15 of every year is the National Security Education Day for the entire population." Article 10 of the Hong Kong National Security Law also states: "The Hong Kong Special Administrative Region shall carry out national security education at schools, community organisations, the media, the Internet, etc., to enhance national security and law-abiding awareness of the residents of Hong Kong Special Administrative Region.
We believe that "National security education for all" is a vital component of national sovereignty and should be conducted under the SAR government's leadership. "National security education for all" is a common responsibility for all Hong Kong citizens that should be shared by the education sector and the entire population. "National security education for all" could start with schools and teachers. Therefore, we have the following three specific suggestions:
(1) We recommend the SAR government gradually expand the national security education component of the "Citizenship and Social Development" subject to the primary school curriculum;
(2) We recommend the SAR government uniformly prepare teaching materials in collaboration with the education sector and relevant individuals. The SAR government's Education Bureau shall uniformly approve all relevant teaching materials;
(3) We suggest the SAR government strengthen relevant assistance to front-line educators in national security education, including providing continuous training, increase the quota for exchanges with the mainland, etc. At the same time, invite mainland teachers to Hong Kong so that they may exchange teaching materials and methods for national security education with local teachers and improve communication between the two educational sectors.
