On June 18, 2025, Mr. Tam Yiu-chung, Secretary-General of the Hong Kong Coalition, led a delegation including Deputy Secretary-General Chan Chun-bun and Chief Officer Wong Ping Fan to Zhongshan.

The delegation focused on key areas: Zhongshan's urban planning, biomedical park development, TCM industry landscape, and Hong Kong resident service institutions. The aim was to identify regional cooperation opportunities and promote synergistic development between Hong Kong and Zhongshan.

Key Highlights:
1. Cuiheng New Area's Biomedical Hub
◦ The Life Sciences Institute, the Greater Bay Area's largest single biomedical project by investment, integrates R&D, industry incubation, and living facilities to form an industry-university-research ecosystem.

◦ Core parks (Zhongshan Life Science Park and Xiwan Medicine & Health Park) have attracted leading enterprises like Kangfang Biotech and Wanhann Pharmaceutical. A joint research institute with the Shanghai Institute of Materia Medica supports talent cultivation and technological innovation.

2. Livelihood Services for Hong Kong Residents
◦ Over 50,000 Hong Kong residents now live in Zhongshan. The city is expanding medical accessibility: besides two existing hospitals accepting Hong Kong medical vouchers, the Zhongshan TCM Hospital will join the Elderly Healthcare Voucher Scheme. It offers integrated Chinese-Western medicine services, with acupuncture therapy as a key draw, setting a model for cross-border medical cooperation.


3. Cross-Border Government Services
◦ Zhongshan's Government Service Center features dedicated windows and smart terminals for "cross-border handling" of Hong Kong administrative affairs, enabling Hong Kong residents to complete procedures without returning to Hong Kong.


Conclusion
The delegation noted that the Shenzhen-Zhongshan Link has enhanced Zhongshan's development prospects, particularly for Cuiheng New Area, which is well-positioned to collaborate with Hong Kong in tech innovation, healthcare, and cross-border services under the Greater Bay Area initiative, fostering mutual benefit.
