The Hong Kong Coalition fully supports 
the Chief Executive’s 2025 Policy Address

Chief Executive John Lee delivered his fourth Policy Address yesterday, themed “Deepening Reforms for Our People,Leveraging Our Strengths for a Brighter Future”. The address highlights the HKSAR Government’s strong determination and commitment to “boost the economy, pursue development, and benefit the people,” accelerating the city’s transition from stability to prosperity. It also reflects Hong Kong’s active efforts to align with the national development strategy under the 15th Five-Year Plan. The Hong Kong Coalition highly appreciates and fully supports the Policy Address delivered by the HKSAR Government and the Chief Executive.

The Policy Address consistently emphasizes the concept of “deepening reforms.” It introduces a “Head-of-Department Accountability System” to better align the responsibilities of senior officials in policy formulation and execution, improves the civil service performance appraisal mechanism, and establishes an “AI Efficacy Enhancement Team” to enhance governance efficiency. These measures demonstrate the Government’s courage for self-renewal and its determination to pursue progress.

The Northern Metropolis serves as a new engine for Hong Kong’s future development. The Government has established a “Committee on Development of the Northern Metropolis”, chaired by the Chief Executive, to elevate decision-making to the highest level of the Government. It will also enact dedicated legislation to accelerate the development of the Northern Metropolis, attract industries, and facilitate major projects. These efforts reflect the Government’s resolve to break new ground in reform and “boost the economy and pursue development.”

Over the past three years, the HKSAR Government has led various sectors of Hong Kong society in achieving remarkable results in economic development and improving people’s livelihoods, which are evident to all. Hong Kong has maintained its position as the world’s third-leading international financial center; its global competitiveness has returned to the top three; the median household income has increased by 11% compared to three years ago; and the Composite Waiting Time for public housing has significantly shortened from 6.1 years three years ago to 5.1 years. The Coalition calls on the people of Hong Kong, all sectors of society, and all civil servants to unite and continue supporting the Chief Executive and the HKSAR Government in administering governance according to the law. Together, we must seize the opportunities presented by national development strategies such as the 15th Five-Year Plan, the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and the Belt and Road Initiative, and work collectively to build a brighter future for Hong Kong!
