The fourth session of the 13th National People’s Congress (NPC) adopted the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, which steers China’s path of national development into a new era.
The 14th Five-Year Plan mentions that during this new development stage, we shall embrace new development philosophies and strategically position ourselves within the new development paradigm. It delivers specific expectations and requirements for Hong Kong, and also serves as a blueprint for Hong Kong to proactively integrate into national development strategies.
Therefore, we ought to obtain a comprehensive understanding of the essential concepts of the 14th Five-Year Plan in order to better meet our country’s needs, at the same time leveraging our own advantages to grasp new development opportunities.

2020 年 10 月 29 日，十九屆五中全會通過關於《「十四五」規劃和 2035 年 遠景目標的建議》。剛結束的兩會，全國人大四次會議正式通過《「十四五」規 劃綱要》，這將是劃時代的重大發展規劃。
「十四五」時期是我國全面建成小康社會、實現第一個百年目標之後，開 啟現代化新征程、向第二個百年奮鬥目標進軍的戰略發展期，「十四五」規劃 提出了在新發展階段下，以新發展理念，構建新發展格局的戰略部署。
「十四五」規劃不僅對香港有具體的期望和要求，也是香港積極融入國家 發展大局的藍圖和指引，香港需要準確把握「十四五」規劃的要義和重點，服 務國家所需的同時，更積極發揮香港所長，找準新的發展機遇。
